MRA Issues Action Plan in response to Nova Scotia attack on treaty rights

Based on the input and discussions had at the Dec 15th 2025 MRA meeting in Truro, the MRA executive recommends that the following plan of action be adopted by the MRA:

1. The MRA executive will immediately write another formal letter to the Province, cc’d to the Governor General, Minister of Indian Affairs, Prime Minister, Lieutenant Governor, etc. summarizing our position, requesting a sit down meeting, and correcting all the various lies and slanders made against the Mi’kmaw cannabis industry by the Province. This letter will include copies of the three previous letters the MRA has sent to the Province and a listing of all recognized MRA truckhouses which are currently operating. 

2. The next time an MRA registered truckhouse is raided by the province, 24 hours later we shall light a sacred council fire near Government House (or the closest and most convenient alternative location near a centre of provincial government power,) and we shall begin a continuous occupation of that location until the province agrees to meet with us and commit to recognizing and affirming our constitutionally protected rights.

3. The MRA will create district level group chats for supporters of Mi’kmaw rights to share information and to co-ordinate activities in response to the threats and actions of the Province. These group chats are not limited to MRA members, but open to all who support Mi’kmaw rights. The groups will be administered by members of the MRA Executive in accordance with MRA policies for group chats.

4. The MRA shall immediately commence a boycott campaign against the NSLC until such time as all cannabis related charges are stayed against those Mi’kmaw people now in court, and until such time as the province rescinds its Dec 4th directive to the RCMP. This campaign will involve picket lines at stores, the handing out of flyers and free joints, and will encourage the general public to shop at MRA recognized truckhouses.

5. The MRA shall collect funds to be used for public education on the NSLC boycott and the potential permanent council fire at Government House and other such lawful political campaigns against the Tim Houston government. Donations may be made by e-transfer to micmacrights@gmail.com. 

6. The MRA is aware that when the RCMP raided Tobique First Nation shortly after cannabis was legalized in Canada in 2018, dozens of community members parked their vehicles in such a way that the RCMP, rather than leaving with arrestees and property, were instead required to negotiate their safe withdrawal from the community. The MRA does not tell Mi’kmaw people which tactics or actions that they should or should not take. We consider all actions taken in defence of our rights which are carried out in accordance with Mi’kmaq laws, customs and conventions to be appropriate.

7. As former National Chief Del Riley has told the MRA, “Mi’kmaq rights also include the right to your own military force or army. If the province continues its aggression against you, I encourage all Mi’kmaw to form or join local warrior societies that are a part of the traditional military force that the Mi’kmaw still have a constitutional protected right to.”

Concerning the significance of those rights, Chief Riley has requested that the MRA make it be noted that “There was no negotiating over the text of s. 25 and 35 with the federal government. All the words in those sections were chosen and written by our elders and leaders across the country, and I approved the final draft which was incorporated into the Constitution after we opened an international treaty office in London.”

Regarding the status of Mi’kmaw peace and friendship treaties, Chief Riley states that “All of the rights that are identified in the various peace and friendship treaties with Mi’kmaw are the same rights that apply to all First Nations that came under the Royal Proclamation of 1763. They all have the same rights to lands, resources and nation-to-nation and international trading.”

As the National Indian Brotherhood President who negotiated s. 25 and 35 of Canada’s Constitution, Chief Riley has expressed his willingness to sit down with the MRA and the provincial government to help all parties really understand the intent and meaning of s. 25 and 35 rights.

8. If the RCMP raid on-reserve truck houses, the MRA has received word that the immediate response from several communities will be to shut down the rail lines running through the reserve, or those which are closest to it. Although the MRA is not co-ordinating or planning these actions, it is our understanding that once closed, those rail lines will not be re-opened until such time as all property taken by the province is returned, all charges are dropped against those raided, and the Province withdraws its directive to the RCMP. 

9. The MRA will abide by the principles of peace and friendship as stated in our treaties. We encourage that everyone remains peaceful, we restate our interest and willingness to meet with provincial and policing authorities to address these issues, and we again request that the Province immediately rescind its racist and unconstitutional directive to the RCMP. We will stand with all of our Mi’kmaw nation in all Mikmawki.
